Windows 10: Windows 11 file system error 1073741515

Recently I tried to use my laptop after a period of inactivity and it looks like I either have a virus or files have been corrupted. It started with windows updates not installing properly and now I'm at the point where I can run or install any programs without getting the above error code. I searched online and have tried everything I read. Most of the solutions don't work because they involve installing programs. I can't use the command prompt in administrator mode either. I tried downloading a windows 11 iso file but that will not mount. I followed all of the troubleshooting advice on that

Can’t open windows programs.

Can’t run Windows 10 as an administrator.

Can’t reboot in safe mode.

Cannot not open and run antivirus software.

I do not have Windows 10 disc to reinstall.
