Windows 10: Windows 11 has downgrade rights?

I want buy a laptop at a good price, but it comes with Windows 11I could format it and install Windows 10?

There are certain conditions attached with it.

1. Windows 10 Pro must have come preinstalled on a Dell, HP, etc. machine.

2. You contact the OEM (Computer manufactuer) about downgrading.
