Windows 10: Windows 11 HDR + Nvidia GPU Stutter

Windows Version: 21H2 Build: 22000.556 Nvidia Driver Version: 512.15 Windows 11 has a stuttering issue with HDR enabled on Nvidia graphics cards. In some games such as Apex Legends a hitch will occur causing gameplay disruption. The issue typically only pops up shortly every 5-20 minutes, so it’s easy to miss, but I have narrowed it down to HDR after checking every possible windows and BIOS setting. As for troubleshooting steps I have tried swapping all of my hardware including GPU, CPU, MOBO, & RAM. I have also reinstalled Windows 2x and setting everything back to default. This issue has

hdr and gpu usage

When I put hdr on in windows setting, my gpu usage and temp goes up while im not using any programs.When I use msi afterburner I see it goes to max clock speeds when only using the mouse.

As soon as I put hdr off it goes back to normal.

Tried different/clean driver and the same problem occurred.

Someone else ran into the same problems?

according to the internet windows 10 is suppose to feature uhd hdr in 4k.. windows has never been able to project a desktop display equal to 4k uhd

Problems with NVIDIA GEFORCE GPU and DirectX

Well I'm logged into a Microsoft account if that's what you're asking. Prior to the issue the only things I did that could be considered change were installing DirectX 11 and changing which GPU the games would use via NVIDIA Control Panel.

No, it isn't specific to any game. Any game that uses a GPU will not launch.
