Windows 10: Windows 11 High CPU usage on Ryzen 9 5900X

Dear computer fanatics,I experience unexplained stuttering in my Windows 11 environment.This is especially noticeable when dragging a program over my desktop or when i open a new program like a internet browser.What I can see is that "Processor 1" of the 24 logical processors has high usage. most of the time when this usage is low for a few seconds everthing works smoothIn all open processes there is not a single process showing high usage with the exception of "Inactive system processes" but in my opinion a high % should be good for this process.however my games run fine on ultra setting

2) Establish a Clean Boot to see if that resolves it:

3) Run System File Checker/DISM in WIndows 11:
