Windows 11 Home Security settings locked "by the IT administrator - contact the Help Desk"

Running new PC with new Win 11 Home Build 22631.3737, Windows Feature Experience Pack 1000.22700.1009.0. Not part of a business, not a server. From Settings>Privacy & Security>Windows Security, any option I try to open gives me a message that "Your IT Administrator has limited access to some pages - please contact the Help Desk"I contacted HP support and they suggested I contact MS with the following info about what they did:1.Windows is up to date, optional drivers up to date 2.Already tried cloud recovery from HP and the issue still persists 3.Tried DSIM restore health commands/

    :)

    Deleting contacts from Windows 10

When you say Windows Mail Live are you referring to Mail app or Windows Live Mail?

I suggest you to try the steps provided below and check if it helps.

    • Open Windows Live Mail.
    • Press Ctrl + 3 using your keyboard. Right-click on the contact to delete it if it is a single contact.
    • Highlight all contacts by pressing Ctrl + A.
    • Click Delete located on the Ribbon bar.
    • Click OK when you see the message These contacts will also be deleted from Hotmail, Messenger, and other Windows Live services.

After following the steps above, all your contacts that you have manually added to your account will be deleted however, contacts coming from third-party sites such as Facebook will not be deleted unless you remove Facebook from your account.

    For Mail app:

Open People app then delete the contact.

Hope this helps in resolving the issue. If the issue persists, do get back to us. We will be happy to assist you.

Settings can't be opened using the built-in administrator account

    Hello,
Unfortunately I have the same issue as Dabz from upgrading win7 to win10.
I've tried opening settings using all the suggested methods and it will not load using my account with Administrator access nor the built-in Administrator profile. I also tried other methods not listed such as using Run. Control panel is just a stepping stone to add users in Settings.
I'm also having explorer.exe issues, which I believe is preventing Settings from loading.
Using cmd (Admin) I successfully created a new user profile [and granted admin access also using cmd (Admin)], however win10 will not allow this account to log on. win10 does not list this new user within control panel but it does in the start menu. win10 will not allow to log in or switch to the new account via the start menu either.
I can access settings in Safe Mode but this will not allow me to create a new account.
Any help/suggestions will be greatly appreciated.
    Cheers

Your administrator requires a security scan of this item

    Hi, thanks for ask!

Try to remove the ghost administrator:

Go to Windows Settings > Accounts > Access work or school

If you see an account listed, click on it and select Disconnect.

If there is no account listed, proceed to the next step.

Go to Windows Settings > Update & Security > Windows Security > Device security

Look for any security policies enforced by your work, and remove them.

If these steps do not work, you may have to perform a fresh install of Windows to fully remove the ghost administrator.
