Windows 10: Windows 11: Increase font size on toolbars, messages without scaling text on websites?

I'm a website developer and need to find a way to increase font size on toolbars, messages without scaling text on websites. It's too small on average size monitors for me and I generally use a very large monitor, which makes the tiny text especially hard to read.Both 1 changing the display scaling and 2 changing text scaling in accessibility settings change text scaling on websites I use Chrome, so I can't use those options because they distort the webpage display.Surely there's a solution for this issue?Thanks much for any solutions.

thank you for the clear help. I followed it easily but it will not increase the font or the stored icon size in the toolbar carousel that is at the top right of my screen. Many thanks though.

I contacted aol's paid help but they tell me (after a few phone calls to them), that they cannot increase the font size or the size of the carousel toolbar. The height of the toolbar makes it all look squashed down.
