How do I restore to a backup if I cannot sign in to my Microsoft account during the initial setup?

I think you guys all misunderstood the problem. In order for you to setup a full restore process, you need to log in on microsoft account on first sign in. However during this initial setup, you do not have an option to edit the APN settings as well
as turn on WIFI.

If you skipped this initial sign in, then later sign in after you setup your APN settings for your mobile data and/or Wifi settings.

Then the only thing that will be restored is email and contacts, and not App List Settings as well as SMS?

The Norton drivers are gone. Please try the following:

After rebooting:

• Delete the "C:\$WINDOWS.~BT" folder.
  
• Re-run the Windows 11 setup. In the initial screen, click “Change how Setup downloads updates”, and click "Not right now".
  
• Follow the on-screen instructions and finish the upgrade.
