Windows 10: Windows 11 interfers with sign in on website?

Can Windows 11 interfere with a web logon? I have a Dell Windows 11 laptop with Norton. I can no longer open my Verizon account on that computer using Chrome, Firefox, Edge all cleared cache,etc, Firewall turn off, Norton turned off. I go to Verizon.com,sign in, sign into account, put in User ID and password, then I get notice connection reset. I restarted, troubleshooter network connection, restored original network settings, nothing worked. My Iphone using both an app and a browser using 5G and/or same wireless network, and a another computer same network,Norton, etc, but windows 10-wo
