Windows 10: windows 11 is stealth updating when network is turned off.

for some reason windows 11 is stealth updating windows, when I had wifi "turned off" and have no landline connection to internet. but where I was located had public wifi available. where I did NOT connect to that network. later discovered that windows 11 was insisting on doing a forced update. I am thinking how the hell did windows update when I had NOT been connected to a network for more than a week. THis is really starting to piss me off because every single break on my devices originate from microsoft forced and stealth updates, NOT criminal security crackers. THis needs to stop
