    I see this issue keeps coming over the years with no actual positive solution or explanation as to the why there is a problem. Today in an hour, Windows 11 blew through my monthly allotment of data just to download Windows updates. The network is metered and windows updates is set not to update on metered connections. It seems that windows ignores the settings. This computer has only one regular network and the network is metered. How do I stop windows from updating until it is connected to a non-metered network? Note: I'm not trying to figure out how to get or not to get updates. I'm trying t

    Windows 10 Creators Update Might Force Updates Even on Metered Connections

    A wording change in the latest build of the upcoming Creators Update for Windows 10 has users on metered connections worried. In previous Microsoft Insider's builds of the Creators Update, the section of the license agreement pertaining to automatic updates said "updates will be downloaded and installed automatically, except over metered connections (where charges may apply)."

    In this latest build, the wording has been changed to a more worrisome version implying updating may still happen for important updates: "We'll automatically download and install updates, except on metered connections (where charges may apply). In that case, we'll automatically download only those updates required to keep Windows running smoothly."

    Obviously, this implies critical updates and such may still be pulled from a metered connection without prior user consent. Considering many "critical updates" from Microsoft today come in the form of "Patch Tuesday" rollups often nearing a gig, this could get expensive on a metered connection where users pay by the gigabyte or worse.

    Windows 10 does not update automatically on metered internet connection

    I am accessing internet for a few weeks using a mobile hotspot, limited to 2GB of data per month. I have now learned (from Windows Help - thanks MS) that:

    • A metered connection is an Internet connection that has a data limit associated with it. Mobile data connections are set as metered by default. WiFi network connections can be set to metered, but aren’t by default. Some apps and features in Windows will
      behave differently on a metered connection to help reduce your data usage.
    • To set a WiFi network connection as metered [or to check whether the connection you are using is metered] :
      • Select Start > Settings > Network & Internet.
      • Select WiFi > Advanced options > Set as metered connection.
    I have verified this by installing Net Balancer <NetBalancer Home - NetBalancer> which checks download speed and can see which applications are using bandwidth.

    I go home to a full broadband service from time to time and expect that Windows will do its updates then.

    Windows 8.1 kindly tells you in Control Panel/Windows Update that "you are on a metered connection so you might have to pay for downloads". I am hopeful that Windows 10 will be similarly understanding, and allow us to fully control when we download updates,
    particularly on metered connections.

    I started posting this as a question, but have converted to discussion in case it is useful to others.
