Windows 10: windows 11 keeps downloading huge data despite being on metered connection

After I upgraded my windows 10 to 11 my monthly mobile subscription finishes in a day. It's really so expensive having win 11 and I'm regretting leaving my stable 10 for this and I can't roll back.Okay back to my problem, despite turning on metered connection, my usage statistics shows "System" consuming gigs of data. The moment I turn on my phone hotshot, it starts downloading heavily and doesn't stop. Ive lost 3 months of data subscription under 24 hours of installing windows 11.

My question was not about WiFi. I know how to do that. My question was about WIRED CONNECTIONS. I do not want to use the Registry changes which I am not confident doing. So I want to know that if I do this
Settings/Devices/Check Download Over Metered Connections, will that affect the wired connection making it metered.

 

How to stop Windows 10 app downloading on metered connections

Despite setting my mobile connection to metered, the windows 10 Netflix app still automatically downloads gigabytes of data on my mobile connection. Changing Netflix settings such as Smart Downloads doesn't seem to fix the problem. I would like windows to block Netflix on my metered connection.

I would still like to allow Netflix to download on non-metered Connections, and watch previously downloaded shows on my metered connection. Manually blocking and unblocking Netflix is too error-prone and is inconvenient.

How do we configure Windows to block Netflix only on my metered connection.
