Windows 10: Windows 11 lags/ stutters with weird sound in games

ever since kb5030219 i've experienced weird stutter in games always with this kinda shredding sound whats weird is that its always in 3d games no matter if the graphics are really goodrdr2 or agedskyrim. this never happens in 2d games even if they are heavier on performance theoretically than the 3d games. I treid uninstalling the updates - didn't work, clean installing/ rolling back my drivers - didn't work, messing around with cmd and powershell - didn't work. going back to windows 10 isn't an option because my computer came with win11 so it would make more problems. Windows 11 lags / stutters on Desktop (new PC)

Hello guys

I recently bought a new PC after my old one was overdue.

The new PC is an HP Omen 45L GT22-0629nz

Specs:

• Windows 11 Home (22H2, 64 Bit)
  
• AMD Ryzen™ 7 5800X
  
• 32 GB RAM
  
• 1 TB SSD
  
• NVIDIA® GeForce RTX™ 3070 Ti (8 GB)
  

Since I set up the PC whenever I'm on the desktop, windows and all windows applications tend to lag / stutter / work slow.

When try to open up the windows menu (Windows Key), the Windows explorer or applications like "settings" the pc takes a few seconds to open it, then the application stutters or is very laggy. Dragging program windows across the screen stutters also.

In contrary when I open up a game (for example CS:GO) and minimze the game, Windows runs smoothly (everything opens instantly, no stutters, etc.).

The task manager and the graphs tell me that 16% CPU and about 20%-22% RAM is used while the PC is not operating anything.

So the lag / stuttering ONLY occurs on windows itself, not other programs (games, browser, etc.) and only when nothing else is open.

What I tried to fix it:

• All Windows Updates
  
• Driver Updates
  
• Optional Windows and Driver Updates
  
• BIOS Update
  
• GPU Driver Update
  
• "Reset-PC" in Windows Options with "Deleting all Data" and "Formatting all discs"
  

I couldn't figure out what causes the lag so far, maybe I have an experimental version of Windows?

Is it a windows or hardware problem?

PC is out of the box so I didn't change hard- or software so far except dowloading firefox and steam.

If there's not an easy solution I have overseen so far I am considering contacting HP support.

Weird stuttering in games

I'm having weird stuttering in online games only it started like a week ago. my gpu is up to date and I unistalled any programs I downloaded in the past week also I restarted the wifi but its still there and happen once about every 15 minutes Idk where to even go to ask for help on this as I have no Idea what the problem is.
