Windows 10: Windows 11 Laptop gets BSOD and has to self repair in bios now i cant run exe files

I was playing a game and randomly my game froze. It was a blue screen. I didnt think much of it until it asked me in bios to chose a booting mode. I chose the only one that doesnt make me make a new one. My laptop is now self repairing. Once its done im on my desktop and notice that some programs dont work and or sometimes show up on my desktop. When i try to open one it gives me error code 0x800704b3. It tells me to diagnose but my troubleshooter is deactivated for some reason. Ive honestly lost all hope to this computer and dont know what to do.

RUN won't 'run' EXE files

Since 1803 was loaded on 3 of my Dell laptops (various models) I've discovered that the RUN function (under Windows Start Button) won't "run" an EXE file that is located in my download folder.

Same response on 3 different laptops.

I have a history of the APP for these EXEs (~12+ years worth) and they have always run from the RUN box and from the same download folder.

I can get the EXE to run when I click on it from Windows File Explorer or the Directory Opus File Manager.

I've also copied the two most recent EXEs that I downloaded since the 1803 update to my Desktop and they will run from the RUN box at that location.

I'm guessing something has changed with the 1803 update to affect this, but have not been able to figure it out as of yet.

Anyone have any suggestions?

• Do you receive any error code or error messages while executing the .exe file? If yes, What is it?
• Is the issue with Windows programs or other third party programs?
• Have you made any changes to the computer prior to this issue occurring?

Ensure that you have administrative privileges to run the .exe file.

You may right click on a .exe file and select run as an administrator and check.

Method 1:

Try to run a System File Checker (SFC) scan to check for any file corruption. SFC scan will scan for corrupt system files on the computer and repair them.

• Press Windows key + X, click Command Prompt (Admin).
• In the Command Prompt, type the following command, and then press ENTER:
  
  sfc /scannow
