Windows 10: Windows 11 limiting my speed to 94 mbpsfor all internet connections

I have tried everything from this https://answers.microsoft.com/en-us/windows/forum/all/windows-11-is-limiting-my-internet-speeds/bd9d0d11-c11a-48bc-9b4c-a15f952551b1?page=5. and i even have done a in-place upgrade of windows 11, I have done every configuration possible and reseted and plug and unplug but it doesn't fix anything.My specs are the following: TUF GAMING B650-PLUS WIFI, AMD Ryzen 7 7800X3D 8-Core Processor, 4201 Mhz, 32 gigs of ram, 1 TB SSD and 2 TB HDD, RTX 3060. The cable is an cat 5e. The problem could be the cable if the wifi that my steam deck is connected and has 470/2

Windows 10 Pro Internet Speed Limitation?

Hi guys.
I've had to mark this as unresolved and bring it back up as the issue has returned. I am not sure what it is that is causing this as I haven't installed any program that would limit, manage/handle bandwidth usage.
Below are a few screenshots of my Programs and Features list and the list of Windows Updates:








To also note; I have done a few speedtests and the result is the same as before I reinstalled Windows. (100-144Mbps) After reinstalling, for a few weeks I was getting my full speed. (380Mbps) Then it suddenly capped. My iPhone XR (being connected to my 5GHz WiFi network) gets the full speed.

I have also redone the "tweaks" for trying to remove the limitation as in tutorials on Google. No help. None of these "fixes" actually work. That is to say; updating my network card driver (in this case my TP-Link TG-3468 Gigabit Ethernet PCI card), using Command Prompt with the few commands suggested to use, GPEdit.msc, etc. None of these work. Windows 10 is still limiting/capping my Internet and it is beyond frustrating. Delivery Optimization is also disabled and Limit Reservable Bandwidth in QoS Packet Scheduler is set to 0%.

I should also note that my Private Internet Access VPN is disabled.

Update: Typing this into an elevated command prompt seemed to allow me to use more of my speed, but not 350Mbps+.

I'm assuming it is peak times at the moment.

I'm really curious about this, considering the amount of hoopla every major internet connection provider likes to claim about their services, and many times exaggerated just to help their own sales . . .

So, with that in mind, anyone willing to post up their download/upload connection speeds, and we can see just how much of a difference there is in the various internet connection types.

Hit up Speedtest by Ookla - The Global Broadband Speed Test, choose the location closest to your home and begin the test, afterwards, copy and paste your result here. Also, please list what type of connection you have (dial-up, cable, DSL, VDSL, FiOS, etc) - if you are running through an ethernet connection, please also list whether it's a direct connection, or your LAN/WiFi connection speeds.
