Windows 10: windows 11 limits apps to 0,1 mbps

So this problem started in 2023 and i still have it. Windows limits my apps to 0,1 mbps. I do not know what to do and i know its not my PC. It is also not my wifi since i have ethernet and my wifi has around 100 mbps in both upload and download.

I am seeing several messages in the event log shortly after I boot (the adapter message appears earlier than the processor messages):

• A command sent to the adapter has timed out. The adapter did not respond.
• The speed of processor 0 in group 0 is being limited by system firmware.
  The processor has been in this reduced performance state for 71 seconds since the last report.
• The speed of processor 1 in group 0 is being limited by system firmware.
  The processor has been in this reduced performance state for 71 seconds since the last report.
• The speed of processor 2 in group 0 is being limited by system firmware.
  The processor has been in this reduced performance state for 71 seconds since the last report.
• The speed of processor 3 in group 0 is being limited by system firmware.
  The processor has been in this reduced performance state for 71 seconds since the last report.

What could be causing this? My firmware is up-to-date.

 

Apps on Windows 11 drop to 0.1 mbps

Apps tend to use only 0.1 mbps of my internet connection at random times (my internet plan is 10 mbps), ive ran various antivirus scans but it doesnt detect nothing

I'm running a system with a Asus motherboard, a AMD Ryzen 5 3600 Zen 2 CPU with Windows 11 Pro 22H2 build 22621.2428, and use a Tp-Link TL-WN821N wifi adapter to connect to the internet

 

Ethernet Speed Limited to 10 mbps

Hello,

As it says on the tin, my ethernet speed on my PC is been limited to 10 Mbps when previously it has been running at a constant 1 Gbps when checked in the network settings. I've ran internet speed tests and downloaded games on Steam and the Xbox App to confirm the problem, as on average I would usually get speeds of 600-800 Mbps , but now it won't even break the 10 mbps mark. I've tried updating my network drivers when offered as an optional download on the Windows Settings, and that allowed my ethernet speed to go back to being 1 Gbps, but shortly returned to 10 mbps. I've attempted to change the Speed & Duplex and yet the speed remained 10 mbps, even on Auto Negotiation. I've attempted to see if this was a problem with my router/modem combo thingamajig, and switched the ports the ethernet cable is plugged to, yet no dice. The ethernet cable that I have is a flat Cat6 ethernet cable that is connected directly to the router
