Windows 10: Windows 11 missing features

After moving from Windows 10 to Windows 11 I have noticed that my notepad doesn't have the tab feature nor does my paint have the layer feature, on top of all that, it also doesn't have the dark theme. Just by these few features missing, gives me the idea many other features would also be missing. Although these are small features, that's one of the main reasons I wanted Windows 11, for the dark theme paint with layers and for the notepad tabs. What could I do to fix it?

windows xp installation and dual core am

could someone please list the steps they follow to install windows with a dual core processor and windows xp service pack to. I'm reletively new to amd dual core and i feel i'm missing a step. All help will be appreciated. thanx

 

Why did the startup window get cleared?

I didn't missed any step, the list was gone and gone , even after using lot of programs the programs were not listed in that list.

 

Missing features in Windows 10 IE 11

I went to Program and features/clicked Turn Windows features on or off, and verified that check Internet explorer box was already checked (check mark, not solid black). I'm still missing the features -- File, Tools, etc. as well as a Favorites bar.

I understand that there is supposed to be a "Tools" at the upper left of my IE 11 page, but there isn't.

Any other suggestions?
