Windows 10: Windows 11, mmc.exe blocked by administrator, running as admin does not work.

I have an issue where I can't run any windows inbuilt system control applications like disk management, device manager, group policy editor, etc because mmc.exe is blocked by administrator.This is a fresh install of Windows 11 on a newly built machine, I am the only user account and I am an admin. The workaround to run mmc.exe as admin does not work. If I open Powershell as admin and launch mmc.exe through there, it works and I can add the plug ins for disk management and device manager etc.

Run as Administrator results in "This app had been blocked by your system administrator"

Hello, I'm configuring a new ASUS laptop, Windows 11 Pro, connected to AzureAD via the end user account, set up by my Global Admin account. When I'm logged in as the end user, "Run as Administrator" will not prompt to enter my admin credentials, instead I get "This app had been blocked by your system administrator" with Copy to Clipboard or Cancel options.

1. Device is registered with Intune, plan 1.
   
2. I am able to successfully "Run as Administrator" on other devices configured the exact same way, domain, intune plan.
   
3. I've double checked account status'. My account is listed as Administrator, while the user account is "Standard User".
   

Help would be greatly appreciated.

Follow the steps below and check if that helps.

• Right click on the shortcut or in File explorer and select Run as administrator check if that helps.
• Also observe when you type password do you get a prompt for saving password just above Taskbar.

Cannot run exe file without administrator permissions

Cannot run exe file without administrator permissions using Window 11. Just purchased desktop PC. Tried to run plug-in external dvd drive. It will not automatically run the setup file. Says it is blocked and requires admin. permission. I am the administrator. I tried right clicking on the exe file. Went to Properties, then clicked on Security. Clicked "edit". Selected username and checked full control. Also added "Everyone" and tried to give it full control, but got strange message and exited out. I would not even know how to go about giving "permission" as administrator, but would love to try. How do I make it so my computer NEVER requires admin permission? I am the only person using this device. HELP!
