Windows 10: Windows 11 Monitors flashing, no taskbar on startup

I built this system in May 2024 System information below and didn't have any issues until 2025. Since then, I have had to reinstall windows 4 times, with this morning being the latest. The issue is when I turn the system on, it gets to the password/PIN screen fine. Enter that information and then it sits there longer than normal, but eventually moves on and I see my desktop and icons, but there is no taskbar present and both monitors drop to a black screen, and then back to my desktop with no taskbar. Keeps doing this as long as I leave the system turned on. I can get to task manager w

I'm not sure how to do that. Could you list the steps for a noob?

 

Taskbar Issue with Multiple Monitors

• Are you using a Local Account or a Microsoft Account?
• What is the make and model of your PC?

I suggest you to follow the steps provided below and check if it helps.

• Right click on the Taskbar and select Properties.
• Check if the option for Lock the Taskbar and Auto-hide the taskbar
  are ticked.
• If they are ticked then uncheck the option for Auto-hide the taskbar.

Also, suggest you to update the Display driver by following the steps below:

• Press Windows key + X, select Device Manager.
• Expand Display Adapters.
• Right click on the driver and select Update Driver Software.
• Follow the on-screen prompts to update.

Auto-hide taskbar on second monitor only.

Please let us know which build are you currently in?

If you are in build number: 14342, I suggest you to follow the steps below to
hide taskbar on second monitor and check if it helps:

• 
  Right click on the Taskbar and Go to
  settings.
  
• 
  Click on the taskbar option.
  
• 
  Under Multiple displays you can turn off the option for
  Show taskbar on all displays.
