Windows 10: Windows 11 - Not able to launch many applications

At first things were good and working after the upgrade but then I started getting the black screen with just the cursor issue which finally loads the screen about 10 mins later and on trying to load many apps including the Reset tool from Settings and MSConfig, I started getting a long wait followed by a failure message:I tried doing the reset via the hold power 10 sec recovery method using multiple tries including the wipe everything to factory method twice but it isn't wiping clean. On reboot it shows my login and all my apps are still there, the black screen issue is still there and the l

This error message will show if the application or program that you are trying to open was been blocked by Windows Defender SmartScreen. Having said that, we suggest that you disable Windows Defender SmartScreen by following these steps:

• Click on Start.
• Type Windows Defender Security Center.
• Click on App & browser control.
• Click on Off in the following options:
  • Check apps and files.
  • SmartScreen for Microsoft Edge.
  • SmartScreen for Windows Store apps.
• SmartScreen is now completely disabled. If you'd like to still receive a warning when a potentially malicious file or program is detected, you can choose Warn in each SmartScreen option.

Unable to launch IE 11 in windows 10

Method 1 = still unable to launch IE 11

Method 2 = all updates have been installed

Method 3 = inetcpl.cpland cannot be found

I'm still unable to launch IE 11.

Any other methods to resolve the issue?
