Windows 10: Windows 11 Notification Center Won't open

The notification Center is not opening but the Action Center is opening and the notification is not popping out either. I checked with sfc/ code and there is no error with the computer, just can't open the Notification Center. https://youtu.be/_wRbCkNbJ-8

  Do you want to stop notifications only from Defender or stop all action center notifications?
  

To stop action center notifications, I suggest you to follow the steps given below:

• 
  Type settings in search bar and hit
  enter.
  
• 
  Go to system.
  
• 
  Select notifications and actions.
  
• 
  Click on turn system icons on or off.
  
• 
  Turn off action center.

Notification Center won't open

Since I upgraded from Windows 10 to Windows 11, I have not been able to open the Notification Center. Sometimes it will look like it's opening, but it immediately closes. This happens both when clicking the date/time as well as when using Win-N. Quick Settings (Win-A) works as expected.

I tried following all the suggestions in this thread: Redirecting It does not help, sadly.

Here is the Windows version currently installed:

OS Name Microsoft Windows 11 Pro

Version 10.0.22621 Build 22621

Any further suggestions would be very welcome. Thanks!

The Action Center Icon won`t open I've tried every thing I could think of any suggestions?
