Windows 10: Windows 11, PC when I restart not shut down, restart the computer doesn't boot properly

When I restart my computer RESTART, not shut down. Any answers to shutting down won't apply, it boots just fine from shutting down it boots to the BIOS splash screen asking me to go into bios. I let it sit there for upwards of an hour without it moving progress. It doesn't continue to boot to windows, it just hangs there unless I either A: go to bios or B: shut down my PC using the hardware button and boot it up normally. This isn't as much of a serious problem as it is an inconvenience, as many programs like to "Restart" the pc to full install, or to simply fix an issue to restart a pc. I c

Random shut down and restart??

Computer: Intel (R) Pentium (R) Dual cpu
E220@2.406hz
2.42 GHZ, 2.00 GB of RAM
Windows xp

Ever since I replaced the fan (with heat sink) the computer has randomly shut down and then restarted, at first during streaming, and now, will shut down and restart anytime. I tried to replace the graphics card to no avail. *Confused *Mad

One suggestion was to replace the RAM.

Any suggestions on how to repair my computer?

 

Computer not booting to desktop, stuck at Restarting screen

Thank you for posting in Community.

The issue might occur if the system is not Shut down properly. As you have already tried restarting the system several times, I suggest you to perform a Power Drain by following the steps provided below and check if it helps.

• Turn Off the computer and remove the power cable.
• Long press the Power button for 15-20 seconds.
• Plug in the power cable and switch on the computer.

PC Won't Boot After Install and Restart

I was able to clear CMOS by taking out the battery and then putting it in after 5 min. That helped and i was able to boot, i got some kind of a checksum error and was given a choice to restore to last known good configuration or to default, i chose option number 1 and was able to boot into Windows, however after i restarted the PC i was back to square 1 where system wouldn't boot as before.

What do i do now? Clear CMOS again and attempt to boot into Windows do a system restore and uninstall that program that may have been the cause of this problem? Any suggestions?
