Windows 10: Windows 11 Photos won't allow me to rotate images / won't save rotated image

When I try to rotate my images in the Windows Photos viewer, it does initially allow me to rotate, but within a few seconds I get an error popup that says "Saving your changes...Something went wrong", and reverts it back to its original rotation. Everything online about this gives various solutions that I can't find on the new system e.g. going to 'manufacturing' from 'properties' and unchecking 'read only' - I can find these sorts of settings on the new updated version. Nothing seems recent enough to describe the new, Windows 11 Photos interface. I would rather not have to put every image t

Image Rotate not saving Image

Hello, Rotate photos works only visually . When I click "rotate clockwise " in the context menu , the image rotates only in the file manager . As soon as I upload it somewhere it is no longer rotated.

I can only rotate it if I open the Image in a Graphic Program and save it rotated.

What did I wrong?

Which steps did you perform? Was this from a clean boot?
Open administrative command prompt and type or copy and paste this command: shutdown /r /o /f /t 00
It will boot to the recovery options or windows advanced troubleshooting menu.
Click troubleshooting and click reset this computer. You will be saving files. Applications and programs will be removed. Windows will be reinstalled.
Enter your windows logon password.
You will see getting things ready with rotating dots.
Click resetting this PC.
It will then display the HP logo with resetting this PC with rotating dots and a percentage.
