Windows 10: Windows 11 Pin Complexity

It appears regardless what settings made either in the registry or GPO, windows 11 will not use them. I attempted to change the pin complexity to 4 digits min, max, etc but the system seems to look elsewhere for these settings. I removed all Microsoft accounts as well but i cannot seem to change this. Is there a setting being used due to O365 or live accounts or Azure?Thanks

Setting a complex pin

I found this article, that tells me a PIN is better than a password, specifically:

Why a PIN is better than an online password (Windows)

It mentions that one can set "complex" pins:

"Something like t758A! could be an account password or a complex Hello PIN"

Now, try as i might, if i enter a ! or letters on changing my PIN ... nothing registers in the text field. How do i set such a complex PIN? I had face recognition enabled, but frankly i don't like the idea, but irrespective of whether or not its enabled,
makes no differences, it's numbers only.

Any ideas how to set a "complex Hello PIN"?

Windows Pin complexity

I have 1 new Windows 10 pro laptop that requires a 6 digit pin complexity. All other Win 10 devices only require 4 digits. I have tried changing the group policy locally on the laptop to 4 digits but I get a message your pin doesn't meet the required complexity when i try and set the 4 digit code.
