    Usually, this issue occur due to outdated or corrupted device drivers, services or processes which are not shutting down properly, or third-party programs that prevents your computer to shut down properly. For better assistance, we'll be needing additional
    information:

    • Have you made any recent changes on your computer prior to the issue?
    • Is this an error message Explorer\windows\settingsync\BackgroundUploadTask? If yes, where are you getting this message?
    • If possible, can you send us a screenshot?

    Meanwhile, we suggest that you run the Power troubleshooter as an initial troubleshooting step. To run the Power troubleshooter, follow the steps below:

    • Press Windows key + X and select Settings.
    • Choose Update & Security from the list.
    • Click Troubleshoot in the left pane of the window.
    • Under Find and fix other problems, select Power
      and click Run the troubleshooter.

    Hi,

    Thank you for posting your query in Microsoft Community.

    From the description that you have posted, I understand that you are getting an error message,
    PresenceSignIn is preventing your computer from shutting down.

    Some software conflicts might be a cause for this issue.

    I would like to suggest you to please check the issue in Safe mode and then in Clean boot. Follow the steps given here.

    If the issue does not persist in safe mode, then perform a clean boot to from safe mode to check if any third party application is causing the issue, as clean boot helps in eliminating software conflicts.

    Safe Mode starts Windows with a limited set of files and drivers. Startup programs don't run in safe mode, and only the basic drivers needed to start Windows are installed.

    Note: Once you are done with the troubleshooting, perform the steps in “How to reset the computer to start as usual after troubleshooting with clean boot “to reset computer as usual.

    Note: After you have finished troubleshooting, follow these steps to boot to normal startup.



    • Press the ‘Windows + R’ key on the keyboard.
    • In the ‘Run’ windows type ’MSCONFIG’ and click ‘Ok’.
    • On the ‘General’ tab, click the ‘Normal Startup’ option, and then click ‘OK’.
    • When you are prompted to restart the computer, click ‘Restart’.
