Windows 10: Windows 11 Pro 23H2 build 22631.4108 as Print Server, client Error 0x00000709 how to fix?

I have PC with - Windows 11 Pro 23H2 22631.4108 and act as print server on my local network.- Shared Epson Printer L3210 Others computer on the local network with Windows 10 can't connect to this Windows 11 print server.The error code is 0x00000709. There is nothing wrong with the Windows 10 PC as it can connect to other print server with Windows 10.I have read on some forums that fix the Windows 11 as a client. But how to fix this as Print Server?

Official Windows 11 v23H2 is build 22631.xxx and you have Dev chanel insider preview build 23595 which is already ahead of official version 23H2. Your only way to get Windows 11 23H2, build 22631.xxx is to do clean install of that released version.

I am referring to the post at Windows 11 Error message 0x00000709 when trying to install shared - Microsoft Community . For solution given by Ramesh Srinivasan below:

I need clarification for the given steps from the link above that is this need to be configured for both PC which are PC that

• direct connect to the printer via USB and share the printer,
  
• and PC that wants to connect to that printer ?
