Windows 10: Windows 11 Pro - Handwriting Panel Not Passing Input to Field

I have a Surface Pro 7+ and a surface pen with Windows 11 Pro running. The handwriting panel comes up as it is supposed to and recognizes my handwriting appropriately, but it does not transfer the recognized handwriting into the application. I've tried a handful of applications onenote, word, notepad as well as native W11 input fields. The direct entry feature works for windows fields and some apps W11 search fields, notepad, etc. but it does not work through the handwriting panel. Any thoughts?

I've noticed a pattern with this issue. When I tap with my finger in an input field on my surface pro then the keyboard pops up. If I tap with my surface pen in the input field then the handwriting panel appears.

And I should add, as someone mentioned later, that if you've been using the pen and then right after tap the keyboard with your finger the handwriting panel pops up. I haven't timed it but you have to wait a few seconds after using the pen for the .keyboard
to pop up after tapping with your finger.

 

Handwriting panel disabled on certain fields

I am using the Creator's Update of Windows 10 on a New Surface Pro. In most cases I am able to use the handwriting panel in my applications to enter text. However, with some applications there are certain fields in that application where only the touch
keyboard is available and the handwriting panel is disabled. Is this a setting that the application developer configures or can I change it myself?

Onscreen keyboard keeps changing to handwriting input panel. With every new text entry the handwriting input panel appears and I must change it to the onscreen keyboard. Can't figure out how to choose the onscreen keyboard as a default preference. Surface
Pro 3, Windows 10 Pro, 64 bit. Help please.
