Windows 10: Windows 11 Pro. Microsoft Security Centre not allowing scanning IT Admin Required, also not...

First, let me be very clear. This is on my personal computer. You know, at home, where I live, plugged in to the router modem to have internet access. At no time is this connected to any business or school or higher education facility. Ok, just a standard home user who decided to do a clean install of windows after 2 years. And this is for Windows 11 Prof. NOT 10/8/7/Vista/XP/2000/ME/98/95/3.xx/2.xx/1.xxThis issue:- Can not access Windows Security. Can not even see of the choices in the windows. It is blank, just like a sheet of paper. - I can not even perform a virus scan via right click

Windows Defender Security Centre - Scan Required Notification

I used to get a notification from windows defender in the action centre that I needed to run a security scan. Since the windows 10 update the new windows defender security centre does not give me a notification so I have to go into windows defender centre
to check all the time whether I need to run a security scan. How can I get windows defender centre to notify me when a scan is required. Thank you.
