Windows 10: Windows 11 Professional - Not downloading anything outside web browsers

This is a really weird one that's had me stumpted for a few days now. I recently built a new PC for my dad, a nice spec machine AMD 5400, 32GB ram. Everything is working, except for this. In both the installed web browsers chrome and edge we can visit any site, and download any file, but any site that downloads a program as a "stub" installer a small file that then downloads the main installer such as Paint shop pro, AVG anti Virus won't even start the download process. These programs just sit trying to download on 0% and eventually go "not responding". We were getting messages about sma

A Faster Web Browser for Windows 10?

Hi,

You always have the option to use other browsers, however I strongly suggest that you use Microsoft Edge or Internet Explorer because of the newer features. To address your issue we are going to enable your Flash Player Plugin. Kindly follow these steps:

• Click the "..." button on the upper right corner of your Edge browser.
• Click on Settings.
• Under Advanced settings section, click the View advanced settings button.
• Locate the Use Adobe Flash Player section and toggle the switch on to enable Adobe Flash Player.
• Refresh your web page or open a new browser tab.

Let's see how it behaves.

Cannot set default web browser

My name is Mohammed Shuain, an Independent Advisor & I understand from the description that you want to make the Chrome browser as your default browser. Please follow the below steps.

Step 1:

Go to Search box next to Windows icon and type Default app Settings

Step 2:

Click to open Default app Settings

Step 3:

Under choose, default apps scroll down to see the Web browser

Step 4:

Click on the Browser shown to get the default browsers list to select from

Step 5:

Select Google Chrome

Web browsers

I am looking for a new web browser. I will not use FireFox 29. IMO the interface is ugly and hard to use.
Same goes for Google Chrome any version.

My question is what browsers are out there besides these two? For what ever reason I am only finding browsers that were discontinued 5+ years ago.

Yes I hate Windows 8 that much. In fact I would rather use Windows 3.1 over Windows 8.
