Windows 10: Windows 11 Safe Mode cannot start with networking - Network Adatpter will not enable

I am using fully up to date Windows 11. In normal operation everything works fine but I have a Broadband performance issue and my provider wants me to collect SpeedTest data in Safe More.However, when I restart using Advanced options and select 5F5 the machine boots into Safe Mode BUT no Ethernet!Looking in Device manager when in Safe Mode I see an exclamation mark beside the Realtek PCIe GbE Family Controller. If I try to enable it it says "Cannot enable as drivers were not loaded because in Windows Safe Mode"!!!!!How do I break this impass?It seems to imply that Safe Mode cannot load th

Safe Mode with Networking - No network - No WiFi adapter...

I'm not sure what build they made the change in . I have tried every suggestion I found and nothing worked. When in Safe Mode my wireless network doesn't even show up so I can't choose it as a option.

Edit: I just tried booting into Safe Mode. The network icon had a X in it. When I clicked on it the only option was Airplane Mode.

After following the steps in the above link, next is to Choose the option "Safe Mode with Networking" from the listed option.
