Windows 10: Windows 11 Scanning and Repairing C drive not working

Every time I turn on the computer a message appears saying "press any key to skip disk scanning". After I let it run, it changes to "Scanning and repairing c drive" but the message only lasts for around five seconds before it immediately changes to my start screen, and I can use the computer normally after that. However, when I check the drive through control panel, it says that there are still problems and I need to restart to fix them. Restarting only does the same thing, where the scanning and repairing screen lasts for a short amount of time, and when I check control panel again there's st

Windows 10 may have encountered a system file corruption after it was turned off while it was scanning and repairing drive (C. For us to help you access your computer and end the scanning and repairing loop, we suggest that you perform a startup repair.
Kindly follow the steps below:

• Start your computer from the installation media, Insert the DVD or USB flash drive and restart your computer. Press a key once you see a message that says
  Press any key to boot from DVD.
• On Install the Windows screen, select Repair your computer to the
  Windows Recovery Environment.
• On the Windows Recovery Environment, on the Choose an option screen, select
  Troubleshoot.
• Select Advanced options. Under Advanced options, select
  Startup Repair.
• Startup Repair will now start Diagnosing your PC, and will perform an automatic repair.
  

Meanwhile, if you don't have a disk or USB, download the ISO from a different computer and try creating a bootable disk or USB. Kindly refer to this

PC Stuck Scanning and Repairing Drive C: at 11%

My PC freezes up on Start Up with this message:

Scanning and Repairing Drive C: and the progress never exceeds 11%.

I tried spamming the space bar on start up to cancel the scan, but it didn't work. I've tried going through Advanced Options, but am unable to access Safe Mode because my keyboard is unresponsive when the screen with the button prompts comes up. I've also
tried using the Command Prompt with fsutil dirty query c: but it doesn't recognize the command as internal or external. I'm at a loss as to what else I can do.

Any suggestions?

NOTE: I'm putting this up under Windows 10, but the Advanced Options offers me an option to continue on to Windows 8.1, which just leads back to the locked screen previously mentioned.
