Windows 10: Windows 11 - Shift + F10 no longer displaying the right-click context menu?

When I press Shift + F10 together, I no longer see the right-click / context menu.If I start in Safe Mode, it works.I have tried also pressing the Fn key. Both the F10 key and the Shift keys work fine on their own. But when I press them together, nothing happens. Is there any way to see what could be causing this issue?Thanks

tl;dr: F10 key works, Shift key works, but pressing them together (Shift + F10) does nothing. Works fine in Safe Mode.

I've only been using Windows 11 for about a week on a new laptop.

I was enjoying the Shift + F10 keyboard shortcut, which mimics the mouse right-click action by displaying a context menu. I think some people call this the Apps Menu?

I even used PowerToys to remap one of my keys (right Ctrl key) to run the shortcut (Shift + F10).

But for some reason, Shift + F10 no longer does anything. But it does work in safe mode.

Other function keys work, such as if I press Shift + F3 it will turn the text into capitals.

F10 + Ctrl works (resizes the window in Word)

The Shfit key works on its own; the F10 key works on its own.

Any idea why Shift + F10 together don't do anything?

Is there another way I can remap my right Ctrl key to perform a mouse right-click or display the context menu?

Is there another keyboard shortcut that opens the right-click/context menu?

I've tried uninstalling PowerToys and the problem persists.

No, it doesn't help.

If I start Windows in safe mode, then Shift + F10 works so I think maybe a program or app is blocking it?
