Windows 10: Windows 11 Spotlight cannot be enabled

I select spotlight for the lock screen, close settings and it's instantly back to picture. My C:\Users\gelat\AppData\Local\Packages\Microsoft.Windows.ContentDeliveryManager_cw5n1h2txyewy\LocalState\Assets is empty, I've reset the spotlight files with Get-AppxPackage -Name Microsoft.Windows.ContentDeliveryManager Foreach {Add-AppxPackage -DisableDevelopmentMode -Register "$$_.InstallLocation\AppXManifest.xml" -Verbose} in powershell as an ADMIN, with lock screen set to picture, rebooted then re-tried. I know it takes a few days after all of this to come back, but it's been weeks.
