Windows 10: Windows 11 Start menu opens and closes immediately after left-click, how to fix

in Windows 11 pro, i have a problem with the start button. right click shows the sub menu but when i click left click the menu opens up but close after 2 seconds without any response and the mouse icon changes to buzy for 2 second. i have tried by updating and other options available on the internet kindly provide the solution to my problem thanks.

Taskbar hides and shows itself after opening start menu.

Steps:

1. Using HDMI for a second monitor.
2. Open start menu using the icon.
3. Close start menu using the icon.
4. Click anywhere other than the task bars. (e.g. an open window, the desktop, even the first monitor's desktop)
   
5. Taskbar on second monitor slides down to be hidden.
6. Taskbar then immediately slides up to reappear.

If after closing the start menu (step 3), you click on the taskbar, then click outside the taskbar, this behavior does not occur.

Performing the steps on the main monitor's taskbar does not produce this behavior.

This has been happening for as long as I can remember using this laptop (~3years), with different nVidia drivers and Windows 10 updates.

Settings - Personalization close immediately after open it in Windows 11 home.

When open settings App, it would close immediately after open.

I followed the below suggestion to modify Windows Registry:

to hide the setting home page, it is working now.

However, the same thing happened on Personalization. Is there similar solution for Personalization page ?

 

Start Menu Stays Open When App is Run as Administrator

I noticed this in version 1909 and it continued into 2004. When I right-click on an app in Start (command prompt, for example) to run it as administrator, the app comes up but the Start Menu does not close. When I run the same app by left-clicking on it, the Start Menu immediately closes as soon as the app comes up on the screen.

I've run the appropriate SFC and DISM commands and they don't find any errors. Any suggestions as to how I can fix this without a Windows refresh/reinstall?
