Windows 10: Windows 11 starts but system is effectively broken

Windows 11 starts up without task bar showing. I can get it it to show by restarting Explorer through CTL/ALT/DEL new task and the Start panel will show but nothing will actually execute e.g. System, Windows Update, etc - just get a spinning circle. I suspect I messed it up attempting to allow sharing/networking with my other computer. Is there a way to reset file sharing to defaults for my account? Can I delete my account and effectively start again with a new Account/System Owner? Other programs e.g. Excel seem to be working ok.

As initial troubleshooting steps I suggest you to install the latest windows 10 updates, please follow the steps to install all the windows updates.

If you want to check for the update now, select the Start button, then select
Settings > Update & security >
Windows Update > Check for updates.

We suggest you to try changing the visual effect setting. To Change your Visual Effects Settings in Advanced System Settings refer the below steps,

  And select System protection
  
• 
  Select Advanced tab and click on
  Settings

  Now select the option Let Windows choose what’s best for my computer

Please follow these steps :

Press and hold the power button to shut down the system and power it on again when it shuts down. But instead of letting it boot press and hold the power button as soon as you see the boot logo on the screen.

Repeat this shut down and start up until you see a preparing automatic repair screen (it will take 3 or 4 tries)

On the screen that appears click on troubleshoot then on advance options

Then click in system restore.

Check if there is a system restore point before the issue started.

If yes please use it.
