Windows 10: Windows 11 system dll authorisations messed up

Discus and support Windows 11 system dll authorisations messed up in Windows 10 Gaming to solve the problem; I have a problem where my Windows 11 doesn't load things like taskbar etc. because Windows\System32\ActivationManager.dll has it's access rights messed...     I have a problem where my Windows 11 doesn't load things like taskbar etc. because Windows\System32\ActivationManager.dll has it's access rights messed up and even system SFC/DISM or administrator account don't have access to it, it seems only TrustedInstaller has rights to the file.This also means I can't "takeown" or "icacls" it in any way.What can I do?

    The problem is, that the required DLL is not actually even listed there.
    There are just dozens of download adware links from the top to the bottom.
