Windows 10: Windows 11 Taskbar Items Not Staying On Top

I'm not sure of the exact circumstances, but often when I highlight and select an open application in my taskbar, the window for that item flashes quickly on screen, and I'm assuming is brought to front and put in focus, before returning to where it was. For example, if I have edge in full screen, and notepad open, and notepad is beneath edge, sometimes when I select notepad in the taskbar to bring it to front, it appears quickly and then disappears behind edge again. I've been using ALT-Tab as a work around, but would appreciate any help. This happens with all of my windows for reference, not

ThrottleStop 8.60 Stays in Taskbar

Hello!

I have an issue with ThrottleStop 8.60 (And 8.50U) staying in the taskbar when minimizing and not going to the notification area. The notification icon is there but it is always in the taskbar too. If I check 'Minimize on Close it still stays in the taskbar. Is this a bug or does anyone know how to get it off my taskbar and only in the notification bar?

Windows 10 Taskbar sometimes on top of full-screen applications

I suggest you to change the Screen Resolution and check if this helps. Follow the steps below to do the same:

• Press ‘Windows ’ key on the keyboard.
• In the search box, type Settings
  
• SelectSystem > Display > Advanced display settings.
• Under Resolution, select a new value. We suggest you stick with the resolution marked
  "(Recommended)”.

Also try locking and then unlocking the Taskbar and check if this helps. Follow the steps below:

• Right-click an empty space on the taskbar.
• If Lock the Taskbar has a check mark next to it, the taskbar is locked.
  
• If it does not have a check mark, click Lock the Taskbar.

Taskbar on top layer (not position) in full screen mode

Looks like you are having issue with your taskbar.

We recommend that you unpin all items from your taskbar and see if the issue persists.

Refer to the steps below to unpin apss from the taskbar:

• Right-click on the icon you want to unpin.
• Select Unpin from taskbar.
• Repeat process until all apps are removed.
