Windows 10: Windows 11 - "The publisher could not be verified are you sure to run this software?" - How...

I was wondering how you were to revert all the options you uncheck marked on files in case you wanted to reset these prompts.

On Win 10 start-up, a box with the above filename appears, with the message: "
The publisher could not be verified. Are you sure you want to run this software? This file does not have a valid digital signature that verifies its publisher.
You should only run software from publishers you trust."

I notice in the forum that ...WOW64\winservices.exe had a virus. Is it safe to run HsMgr.exe? What am I missing if I don't? Thanks.

This publisher has been blocked from running on software on your machine

can get to the step of looking under the certificates. I click on publishers and then untrusted publishers and there is nothing listed there. I looked under "other people" and Samsung Electronics co., LTD is listed there, but nothing there to unblock
publisher. So what do we do now?
