Windows 10: Windows 11 update KB5019961 won't install

I've been trying for over a week to install this update and it gets to 96% and then "something didn't go as planned..." message and the changes are undone. I've Googled possible solutions and have tried:1. Clean boot.2. Safe boot with networking but I get no internet even with an ethernet cable so I couldn't really try that one.3.All of the suggestions in this link - How to fix KB5019961 fails to install in Windows 11? ugetfix.com Scannow now showed no errors and the troubleshooters also showed nothing wrong. Downloading the update made no difference - still stalled at 96%. 4. Any number

Windows updates won't install!

I had the same problem when i repaired my O/S, i forgot the steps on how to fixed it, but it is in the microsoft support forum.

You have to reinstall the windows updater, then restart the updating service.

Issue downloading windows 11 update (KB5019961)

So I have been trying to download this windows 11 cumulative update (KB5019961) for months now but it keeps saying Install error - 0x800f0831.

I dont know what is wrong as I have been able to install every update except for that one.
