Windows 10: Windows 11 Update Stuck At 91% - Is There Anything To Do?

My HP Envy laptop has been stuck updating Windows 11 for several hours now. It restarted 2 1/2 hours ago and I left it alone when it said "Working on updates 7%" and when I came back 45 minutes later it had changed to 91%. Unfortunately it hasn't changed from that in the over 2 hours since then. I believe this is the 24h2 update. Is there anything wrong with the update that I have to fix? I was told elsewhere to reboot. If that's the correct course of action, would that be just holding down the power button?

I agree with surelip. The suggested fix is not helpful if update is stuck at 91%. I can not run the suggested fix if computer has never finished update to boot up.

help me .....i tried to update my windows 10 to 11 after downloading it took 7 to 8 hours to install and it stuck on 91% (installing) i waited for 3 hours but it did not move a bit then i pause windows update and then resume again .windows 11 starts downloading again.i don't have enough data to download this again (extra data cost a lot) but i have lot of windows 11 files in my software distribution folder is their any way to install windows 11 manually from the software distribution folder
