Windows 10: Windows 11 update stuck!

I need some help please! I keep trying to install windows 11 on my brand new laptop, it said it would let me through the first time startup, so I did and it kicked me to the windows 10 desktop with the windows update app open saying I need to review the license and terms. I keep clicking accept & install but nothing happens... this new laptop definitely meets the system requirements...

When in win10:

• Update&security -> Windows update -> Finding update... .... .... ....

Planning to download the latest Win10.ISO (vers.1803) and manually update:
- Then wait that my ordered new SSD arrives and clone the old HDD to it.

I would suggest you read these, then decide how to proceed. Note 11% is a figure that has been observed.
Also consider with which parameters you are running chkdsk, and the comments about patience and time.

 

getting updates stuck at 11% (windows 10 upgrade from 7.1)

Initially it was stuck at getting updates.

Then I tried stopping few services wauasev etc., as suggested by post

got lucky got the licence agreement page and then starting to progress

now is stuck at 11% for about one hour.
