After doing so it will say "Problems Found - Check for Windows Update issues -> Detected". I will then try and run Windows 11, version 23H2 repair version. Each time I will get the same install error - 0x8007001f.When I then try to run a DISM command such as /scanhealth I will get the following return - "Deployment Image Servicing and Management tool Version: 10.0.226

    I am trying to update my PC from Windows 10 Pro version 1703 (build 15063.1387) to the latest (1909) and it repeatedly fails with the error “0x8007001F - 0x3000D The installation failed in the FIRST_BOOT phase with an error during MIGRATE_DATA operation”.
    I have already researched this problem on the web and tried pretty much every troubleshooting step I could find, but without success. Here is my setup:

    • Dell Inspiron 3668 tower
    • 1.8 TB hard drive portioned into:
    • C: 200 GB, 65 GB free
    • D: 160 GB, 578 GB free
    • I have one user account located on C and another located on D
    • Updating from USB drive created with Media Creation Tool
    • Choosing the option to keep apps and settings
    Here are some of the many troubleshooting steps I have tried already:

    • Running the update from the account located on C, which has admin privileges.
    • Perform a Clean Boot in Windows
    • Run the Windows Update Troubleshooter
    • Disconnect non-essential devices attached to your computer
    • Run the Windows System File Checker

    Windows 11 update to 22H2 fails with error 0x8007001F-0x3000D

    I am trying to update my desktop PC to Windows 11 22H2.

    I have tried three times.

    The first time I tried updating via Windows update and it failed with the error "We couldn't install this update, but you can try again (0x8007001f).

    The second time I tried with the Installation Assistant after uninstalling Norton antivirus and System Mechanic, turning off my printer, replacing my ASUS mouse and keyboard with Microsoft mouse and keyboard, unplugging anything else but the mouse, keyboard and monitor, and performing all the clean boot procedures. I ran sfc /scannow and chkdsk /f. That time I received a different error I neglected to document.

    The third try I used an ISO installation file with the keep everything option. That time I received a 0x8007001F-0x3000D error with the text "The installation failed in the FIRST_BOOT phase with an error during MIGRATE-DATA operation. I used the ASUS keyboard and mouse and else everything was attached. Norton was disabled and System Mechanic remained uninstalled.

    In all three cases the reversion back to earlier Windows 11 happened after several reboots at 63 percent. FWIW I also updated my wife's laptop to 22H2 with no problems at all.

    I could try deleting the programs and settings but am afraid it might not solve the problem. The final option would be to do a start over install or a reset.

    I have had issues where Windows 11 "forgot" my pin after a restart and I had to use a password instead. I also cannot activate the Night Light.

    Checking c:/Users, I discovered that I have additional users: Default, defaultuser100000, defaultuser 100001, Ira and Public in addition to my normal user irawe.

    What do you suggest?

    Trying windows update troubleshooter:

    A problem will always be found/fixed and I will reboot. Never seems to run out of problems, so I think it isn't correcting the issue.

    Trying any DISM command leads to:

    C:\Windows\System32>dism.exe /online /cleanup-image /scanhealth Deployment Image Servicing and Management tool Version: 10.0.22621.1 Image Version: 10.0.22621.2428 [== 4.9% ] Error: 1009 The configuration registry database is corrupt.

    Trying sfc /scannow leads to:

    C:\Windows\System32>sfc /scannow

    Beginning system scan. This process will take some time.

    Windows Resource Protection could not perform the requested operation.

    Trying sfc /scannow from launching repair menu/command prompt after powering computer on.

    I then tried an in place upgrade using an iso file using the windows 11 23h2 media creation tool. I got the following error after a while:

    (Didn't note the error codes) The installation failed in the SAFE_OS phase with an error during APPLY_IMAGE operation.

    1) Is it okay to be using a 23h2 media tool while I am windows 11 22h2 currently?

    I then tried an in place upgrade using usb device using the windows 11 22h3 media creation tool. I got the following error after a while:

    0x8007001f - 0x3000D The installation failed in the FIRST_BOOT phase with an error during MIGRATE_DATA operation.
    Here are the setuperr and setupact log files for this latest attempt. (Password is 8007001F)
