Windows 10: Windows 11 version 22H2 Install error - 0x800700a1

I have been unable to accomplish this update for at least the past 20 times or so. How to get the Windows 10 2022 Update version 22H2  

If you can't install it from windows update you can try to install it manually, it's the same KB5015684 obtained with windows update. Having the following Error: 0x800700A1 - 0x20007

My issue is that I have been trying to update windows to the Windows 10, 22H2 version. I have tried everything including using the troubleshooter, restarting my computer, downloading the windows update assist. However every time that I try to update it there is an installation error that comes out as: 0x800700A1 - 0x20007. I have taken a look at the log files and the errors are shown in these log files but I don't have the know-how to interpret these errors. I've had this issue for a while so any help is appreciated.

Why would an in-place Upgrade solve this problem? I did all the steps listed here but not the in-place update. The error I see in the Windows update window is "Download error - 0x8024401c" for 2023-03 Cumulative Update for Windows 11 Version 22H2 for x64-based Systems (KB5023706). Its been logging this error since 3/17/2023

Note that on 2/15 everything seemed fine:

Successfully Installed on 2/15/2023
