Windows 10: Windows 11 Visual effects are turned off automatically every reboot

Whenever I reboot my laptop, the visual effects are always gone. I can simply check it by opening Windows Explorer and the window popup animation isn't showing up, but whenever I check my settings on;1. "Adjust the appearance and performance" section, the boxes are always ticked.2. "Visual effects" on System - Accessibility, it is set to on.I can fix this however by choosing "Best performance" then revert back to "Best appearance" on 1. or by switching Off then On the Visual Effects on System. 2.Note that my Power Options are selected to Best Performance.How do I correct this?I am running

To turn off or disable Visual Voicemail, please follow the steps below:

• From the Start screen, tap the Phone tile.
• Tap the More icon (...) at the bottom of the screen.
• Tap settings.
• Tap the Visual Voicemail switch to turn off.
