Windows 10: Windows 11 will not ask to format cd

When I insert a CD - format option does not appear. If I try to open the drive, it says CD can't be read and needs to be formatted.I checked the CD on another computer and the format option was there.I tried uninstalling and re installing drive. I tried updating driver it is CDROM.SYS, dated 2006.I checked Computer\HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Policies\Explorer NoCDBurning DWORD key was zero. I tried deleting key and rebooting. I tried re-adding NoCDBurning DWORD = 0NO JOY!Las update was 2022-04 Cumulative Update for Windows 11 for x64-based Systems

Ask you load SCSI drivers. NO
Ask you anything NO.
USB driver list comes out. 8 Don't choose anything else.

atiflash -i
to list the adapters

atiflash -p -f 0 ???.bin

Nothing more needed.

 

CD Drive not working

yeah, it is, it goes through the intital formating that takes like an hour, just fine...but the part after the mandatory comp restart where it has all the phrases like The best Windows yet..then after it asks for m cd key..about 1 min later it says i need info from my windows cd and it cant find my cd drive...but the odd part is--i looked in my bios and my cd drive is listed as slave..
