    I forgot my password in windows 8.1 - I do not have an administrator account on the laptop and it will not let me boot in safe mode or anything. no matter what I do it keeps telling me I have no administrator account, but I cannot get to a c prompt to type in the information to activate one

    Installation media boots to command prompt

    I've just booted from known working install media to see exactly what it does when booting. The sequence of events is...

    1. Windows logo on a black screen
    2. circling dots appear beneath the logo
    3. light blue 'Please wait' screen with circling dots
    4. a command prompt window (very briefly)
    5. the initial Setup page appears

    Do you see steps 1-3? If so, it appears you have stopped at step 4, suggesting that something on the disc cannot be read.

    Does the disc boot properly in another machine? If so, try cleaning the laptop's drive lens then try booting from the disc again.

    If not, make new install media with Microsoft's Media Creation Tool, either as a bootable USB, on an ISO that you can burn to another disc. At Step 8 in Option One of this tutorial you can choose between making a USB or an ISO.

    Method 1: You can try turning off the User Account Control, follow the steps below:



    1. In search, type User Accounts
    and hit enter.

    2. If you are prompted for an administrator password or confirmation, type the password or provide confirmation.

    3. Select the Use User Account Control (UAC) to help protect your computer check box to turn on UAC, or clear the check box to turn off UAC, and then click OK.



    Disclaimer: User Account Control (UAC) can help you prevent unauthorized changes to your computer. It works by prompting you for permission when a task requires administrative rights, such as installing
    software or changing settings that affect other users. We don't recommend turning User Account Control off. If you do turn it off, you should turn it back on as soon as possible.

    Method 2:

    I would suggest you to enable the built in administrator account on Windows 8

    You need to run the command from an elevated command prompt. To do that you need to do the following:

    • Open Command Prompt and select Run as administrator there.
    • Accept the UAC prompt.
    • Enter the following command to enable the hidden administrator account:
      net user administrator /active:yes
    If you ever want to disable the account follow the same instructions, but run the following command instead:
    net user administrator /active:no

    Once you have enabled the account, you will see it listed in the user accounts control panel applet. Note that the account has not assigned a password to it, and that you should consider setting one to improve account security.

    you may create a new User account:

    Follow the steps below:

    • In search type User Account.
    • Select manage another account.
    • Select Add a new user in this PC account.
    • Click on Add someone else to this PC and follow the onscreen instructions.

    How to change the administrator to a standard account.

    Hi,

    Thank you for posting in Microsoft community.

    I would suggest you to try these steps after enabling the Built-in Administrator Account.





    Step 1: Enable Built-in Administrator Account.

    a) Press Windows and x
    key together on your desktop screen.

    b) Click on Command Prompt (admin).

    c) Type: net user administrator /active: yes



    Note: Please follow the same steps and type
    net user administrator /active: no to disable admin account after the troubleshooting is done.

    After enabling Built-in admin, please try with the steps below:

    Step 2: Try to change the account type of other accounts from Built-in Administrator Account.

    I would suggest you to try the steps under the section “Can I make changes to someone else's user account?” in the following article.
