Windows 10: Windows 8.1 to windows 10

I have created a USB setup and it runs into an error.Here is the SetupDiagResults.log: Found qualifying memory dump during setup, but the debugger binaries were not found. Either examine the memory dump here: C:\$WINDOWS.~BT\Sources\Panther\mndE38E.diagerr.mdmp or install the debugger tools from here: https://docs.microsoft.com/en-us/windows-hardware/drivers/debugger/ to determine the failure.Installing the debugger does not work. Checking the CBS.log and DISM indicates that there are issues that could not be resolved. Dism /Online /Cleanup-Image /CheckHealth does not work and spits out error
