Windows 10: Windows adds other language packs by itself

HelloI had this problem with Win 10, now with Win 11. My Windows adds language pack by itself and I do not have any option to remove it. it shows in language bar but not in my setting to be able to remove it. I do not want English Canada but I can't remove it either. I did some research, but I couldn't find any answer about 1: why it happens, and 2: how I can remove it. There are some guidance to remove it in regedit, well I did that in my windows 10 and it added again. So, what is the solution?thanks

Trying to change display language but "No language pack available"

I understand that you are unable to download the English language pack.
I suggest you to follow the steps provided below to download the language pack.

• 
  Press Windows logo key + X key.
  
• 
  Click on Control Panel.
  
• 
  Double click on Language.
  
• 
  Click on Add language.
  
• 
  Double Click on English language.
  
• 
  Click on options on right hand side of the English language pack.
  
• 
  Click on Download and install language pack.

I suggest you to try the below steps to change/add the language and check if it helps.

• Press Windows key, click Settings. Select the
  Time and Language Icon.
• In the next window, click Region and Language. Click
  Add A Language.
• Select the language (English/ German) you want to use. This will add the language to the
  Region and Language window.
• Click the Language that you added and select the Add As Default button. You can also click the
  Options Button and add a keyboard for the new language.

There are few languages that windows 10 has pre installed in the system itself, I suggest that you check these languages and locate the language that you want to install. Follow the steps below to locate the language.

• Click on the Start Menu, locate and select Settings.
• Click on Time and Language.
• Locate and select Region and Language.
• Click on Add a Language.
