Windows 10: Windows and Programs lagging

Hi, My Laptop is Dell Latitude 5591, Core i5 8400H Quad Core 2.5Ghz base upto 4Ghz, 16GB RAM 2400 MHz, NVIDIA MX130 2GB GPU Intal UHD 630 Integrated. 256GB M.2 NVMEThese are the specs yet my Laptop laggs, plus it doesn't overclock to the requirement. While lagging the CPU is at 26% RAM 60%, Not using the full potential.My program which are open always are Chrome Whatsapp Discord Multisim Electrical Enginering softwareI hibernate my Laptop frquently and once every week I restart to clear up any temporary cache.

Why did the startup window get cleared?

I didn't missed any step, the list was gone and gone , even after using lot of programs the programs were not listed in that list.
