Windows 10: Windows and settings not opening on windows 11

Yesterday I bought a windows 11 gaming pc. When I created an account, the pc booted up perfectly and applications work perfectly. Now whenever I try to open windowsvia keyboard or the icon or try to open settings, neither loads up. I tried open settings using ms-settings: and few other ways, but all still result in the app now opening. Is there anyway to possibly fix this?

• Under General, next to “Open File Explorer to:” choose “This PC.”

could someone please list the steps they follow to install windows with a dual core processor and windows xp service pack to. I'm reletively new to amd dual core and i feel i'm missing a step. All help will be appreciated. thanx
