    Privacy settings page stuck, prior to the windows 10 creator's update.

    down arrow

    The offending program should be highlighted. Turn off/disable

    I don't really know if them showing up or opening themselves is a problem. Ill tab to them and close them, but they will show back up an hour or so later.
